1 Climate proofing requirements for the CEF Transport calls 1. Background Climate proofing is a process that integrates climate change mitigation and adaptation measures into the development of infrastructure projects. The CEF Regulation in recital 5 states that “In order to prevent infrastructure from being vulnerable to potential long term climate change effects, and to ensure that the cost of greenhouse gas emissions arising from the project is included in the project’s economic evaluation, projects supported by the CEF should be subject to climate proofing, where relevant, in accordance with guidance that should be developed by the Commission coherently with the guidance developed for other programmes of the Union”. Under Article 14, the CEF Regulation refers to the “climate impact (project life cycle benefits and costs)”, “consistency with Union and national energy and climate plans, including the “energy efficiency first” principle”. It also specifies that “the assessment of proposals against the award criteria shall take into account, where relevant, the resilience to the adverse impacts of climate change through a climate vulnerability and risk assessment, including the relevant adaptation measures.” The Commission notice on “Technical guidance on the climate proofing of infrastructure in the period 2021- 20271” was published in the EU Official Journal on 16.09.2021. A corrigendum to this notice was published on 29.06.2022. Moreover, the guidance is a relevant reference for climate proofing under Article 5(5) of the European Climate Law on adaptation to climate change.2 The Work Programme on the CEF Transport sector for 2021-2027 indicates that “applications relating to a project for which an environmental impact assessment (EIA) must be carried out in compliance with Directive 2011/92/EU shall include information on the climate proofing of such project, taking into account the Technical guidance on the climate proofing of infrastructure. Such information may be provided in the form of a summary of the main findings and conclusions, notably as regards mitigation and adaptation measures. The call text shall further specify the requirements. The requirement to take into account the Guidance on the Climate Proofing of Infrastructure does not apply to applications relating to a project for which key steps3 of the environmental impact assessment are completed before closure of the 2022 calls for proposals (18/01/2023). It is however recommended to use such Guidance where possible.” 2. Climate proofing of infrastructure in the evaluation of proposals In accordance with Article 14 of the CEF Regulation, the information on climate proofing of infrastructure should be subject to the assessment against the award criteria. The assessment on climate proofing is taken into account in the Impact criterion. 3. Implementation of the climate proofing requirement to the CEF calls (applications for projects concerning works) In accordance with the Work Programme: 1) For applications concerning projects not subject to an EIA: there is no requirement to provide information on the climate proofing process of the infrastructure; 1 Commission Notice C(2021) 5430 final of 29/07/2021. 2 Regulation (EU) 2021/1119 of the European Parliament and of the Council, OJ C246 of 29.6.2022. 3 Completion of the following steps of the EIA procedure: an environmental impact assessment report prepared by the project promoter and consultations carried out under the EIA Directive. -- 1 of 3 -- 2 2) For applications concerning projects subject to an EIA: a. If the key steps for the EIA have been completed before 18 January 2023 for Transport projects, it is not required to provide information on climate proofing. b. If the key steps for the EIA have been completed after 18 January 2023 for Transport projects, the applications are under the obligation to submit the information on climate proofing taking into account the Technical guidance on the climate proofing of infrastructure. Applicants must summarise the main findings and conclusions, including adaptations to the project, regarding the climate proofing process, notably as regards climate neutrality (mitigation) and climate resilience (adaptation measures), under point “4.3 Social, environmental and other impacts” of Part B of the application form in the two sections ”Environmental and climate impact” and “Climate resilience”. See boxes below. Under the section “Environmental and climate impact, applicants will also be requested to describe the consistency with the mitigation pillar of the “Technical guidance on the climate proofing of infrastructure in the period 2021-2027”. This also includes how the cost of greenhouse gas emissions have been integrated in the economic evaluation, consistency with the energy efficiency first principle, and consistency with the emission targets for 2050’. 4.3 Social, environmental and other impacts Environmental and climate impact Describe the expected positive and/or negative impacts of the project on the climate change targets (such as the Paris Agreement and the 2030 Climate and energy framework). Describe the expected positive and/or negative impacts of the project on the emission of air pollutants such as Particulate Matter - PM2.5, Nitrogen oxides - NOX, Sulphur Dioxides – SO2, etc. If quantified in the CBA, mention the total monetary value of such impacts (€ NPV) and the main assumptions in terms of quantities (change in tonnes or vehicle*km) and unit values (e.g. €/tonnes or €/vkm). Specify if the project helps to reduce greenhouse gas emissions (GHG) and limit global warming. Explain how it impacts upstream and downstream emissions (e.g. emissions from purchased electricity as well as full life cycle). For works proposals submitting a CBA, also include the total monetary value of such impacts (€ NPV) and the main assumptions in terms of quantities (avoided tonnes of GHG) and unit values (e.g. €/tCO2equivalent). Describe how climate change has been taken or will be taken into consideration when designing the project and its components. Describe how the project is consistent with the climate proofing of infrastructure mitigation pillar (including how the cost of greenhouse gas emissions have been integrated in the economic evaluation, how it is consistent with the energy efficiency first principle and how it is consistent with the emission targets for 2050; for details, see Commission Technical guidance on the climate proofing of infrastructure). Describe in detail the measures that are foreseen to monitor, prevent and mitigate a negative impact on the environment, and provide an estimation of the associated costs. Insert text Climate resilience (for Works topics) Describe the climate proofing exercise and how it was taken into consideration when designing the project and its components in line with the Commission Technical guidance on the climate proofing of infrastructure. Summarise the findings of the vulnerability assessment to identify the climate hazards to which the project is more sensitive (because of the its type or location). If significant risks are identified, explain how the vulnerabilities were embedded in the decision-making process so that they can be addressed and mitigated and what relevant measures were taken to ensure the resilience of the project to climate change. -- 2 of 3 -- 3 Insert text Parts of the Environmental Impact Assessment (EIA) and the Cost-Benefit Analysis (CBA) relating to climate mitigation and adaptation can be used for the purpose of the climate proofing analysis. (3) Based on the implementation of the work programme so far, and in line with the policy priorities and objectives set out in Regulation (EU) 2024/1679 of the European Parliament and of the Council5, it is necessary to amend Implementing Decision C(2021)5763 final to provide for new calls for proposals in 2026. Introduction The work programme establishes the basis for the allocation of the Union financial support to projects of common interest under the Connecting Europe Facility (CEF) Transport sector for the period 2021-2027. In accordance with Article 20 of Regulation (EU) 2021/1153 of the European Parliament and of the Council1 (CEF Regulation), it provides for the topics and indicative budget of the calls for proposals to be launched in 2026. 2. Legal basis Regulation (EU) 2021/1153 of the European Parliament and of the Council establishing the Connecting Europe Facility and repealing Regulations (EU) No 1316/2013 and (EU) No 283/2014. 3. Budget lines 02 03 01 - CEF Transport General Envelope 05 03 03 - CEF Transport Cohesion Fund allocation 13 04 01 - Military mobility 4. Objectives pursued The work programme sets out the priorities of the Union financial support under the CEF Regulation and in accordance with Regulation (EU) 2024/1679 of the European Parliament and of the Council (TEN-T Regulation)2. The general objective of the CEF Transport programme 2021-2027 is to build, develop, modernise and complete the trans-European transport network, considering the Union long-term decarbonisation commitments, and thus to contribute to smart, sustainable and inclusive growth and to enhance territorial, social and economic cohesion. It shall contribute to the development of projects of common interest relating to efficient, interconnected, and multimodal networks and infrastructure for sustainable, smart, interoperable, inclusive, accessible, resilient, safe and secure mobility. It also reflects the priorities set in: the Commission’s High-Speed Rail Communication4; the Military Mobility Package5; the Clean Transport Corridor Initiative, the European Connected and Autonomous Vehicle Alliance and the Large-scale cross-border testbeds for autonomous vehicles – all three under the Automotive Action Plan6; the Autonomous Drive Ambition Cities initiative under the Apply AI strategy7; the EU industrial maritime strategy8; the EU ports strategy9; and the Industrial Accelerator Act10; as well as the ‘100 Climate Neutral and Smart Cities’11. It also takes into account the Commission Communication on the Solidarity Lanes12. The work programme is aligned with the AccelerateEU – Energy Union Communication13, by allocating the bulk of available budget to sustainable modes of transport and alternative fuels, thereby contributing substantially to the acceleration of investments in the energy transition. It also provides for synergies with Horizon Europe Partnerships and Missions as enabled by Annex 4 of the Horizon Europe Regulation14, aimed at deploying mature research and innovation solutions. CEF contributes to the Union goal of climate-related spending and decarbonising transport. In accordance with the European Green Deal, CEF will target a contribution of 60% of its overall financial envelope to co-financing Actions supporting climate objectives and moving fast towards zero-emission mobility. Expected results The implementation of the present work programme aims at contributing to the completion of the Trans-European Transport Network (TEN-T), thereby further enhancing sustainable and smart mobility. It is expected that financing support granted under this work programme will contribute to the timely and efficient development of the TEN-T Core Network, support the realisation of a robust, resilient, competitive and resource-efficient European transport system and address climate change in accordance with the European Green Deal. The granted support will directly contribute to the achievement of important transport policy objectives, such as establishing major interoperable transport axes interconnecting national networks and facilitating the functioning of the internal market, the optimal use of existing infrastructure capacities, improving the safety and reliability of the network, fostering cohesion and cross-border mobility, enhancing accessibility of peripheral areas of the Union, enhancing an integrated multimodal approach aiming at shifting a considerable part of road traffic towards more sustainable transport modes, increasing the capacity and performance of notably rail and short sea shipping infrastructure, contributing to a more balanced modal distribution, and reducing the negative environmental impacts of transport, in particular as regards GHG emissions. 6. Actions supported through the 2026 call for proposals This Section defines the Actions to be supported under this work programme and specifies the sources of funding (General envelope, Cohesion envelope, or Military Mobility envelope). Actions supported under this Section will take the form of grants16. Eligible grant beneficiaries are specified in Section 9.2. 6.1. Actions related to the efficient, interconnected, interoperable and multimodal networks The general objective of this funding priority is to develop rail and inland waterway transport infrastructure projects on the TEN-T Core Network. Railway Actions on the TEN-T Core Network (Under the General and Cohesion envelopes) In accordance with Article 9(2), point (a)(i), of the CEF Regulation, the following Actions (works or studies preparing projects for the next financing period), with priority to fostering the development of high-speed rail in line with the Commission communication on high-speed rail17, will be supported: (a) Construction/upgrading of cross-border and missing links; (b) Interconnections between rail and other modes of transport, in particular inland waterway and maritime transport (including port hinterland connections) and projects aimed at the 16 The costs of evaluation of the proposals submitted under the call will take the form of procurement. 17 COM(2025) 903 final of 5 November 2025. -- 8 of 22 -- 4 integration of the high-speed rail and air networks to make the feeder network for long- haul flights more sustainable. Support will not be given to railway stations, except for railway infrastructure components. If the Action includes such components, they shall be presented as a separate work package. Actions shall comply with the provisions of Directive (EU) 2016/797 of the European Parliament and of the Council18 and with the related Technical Specifications for Interoperability. Where relevant, Actions shall also be compatible with the alignment of operating procedures across borders to ensure the most effective use of the supported infrastructure. Facilities and infrastructure supported under CEF must be accessible for use by all operators on a non-discriminatory basis. Inland waterways Actions on the TEN-T Core Network (Under the General envelope) In accordance with Article 9(2), point (a)(i), of the CEF Regulation, the following Actions (works) will be supported: (a) Upgrade of waterways and related infrastructure such as locks and weirs/dams in order to achieve stable or improved navigation conditions, performance, resilience, sustainability and/or more capacity for the passage of vessels or to ensure good navigation status; (b) Creation of new waterways and related infrastructure (locks, weirs/dams, bridges). 6.2. Actions relating to smart, interoperable, sustainable, multimodal, inclusive, accessible, safe and secure mobility The general objective of this funding priority is to enhance the digitalisation of road transport and the decarbonisation of road, airport and waterborne transport, and to facilitate traffic flows at the EU’s external border of the TEN-T network. 6.2.1 Actions related to smart and interoperable mobility New technologies and innovation: digitalisation of road transport (Under the General envelope) In accordance with Article 9(2), point (b)(iv), of the CEF Regulation, support will be provided to actions (works) fostering the deployment of new technologies and innovation by supporting test – beds / infrastructure for autonomous vehicles19, in complementarity with Horizon Europe20. In both cases projects should strive to use harmonized and sovereign digital infrastructure. 6.2.2 Actions related to sustainable and multimodal mobility Actions relating to the development of alternative fuels infrastructure for the road and airport sectors (Under the General envelope) In accordance with Article 9(2), point (b)(iv), of the CEF Regulation, support will be provided to Actions (works) fostering: (a) The roll-out of publicly accessible recharging infrastructure dedicated to heavy-duty vehicles on the TEN-T road network, and in urban nodes, and related energy storage facility systems; (b) The electrification of airport ground operations. Introduction This is a call for proposals for EU action grants in the field of Transport under the Connecting Europe Facility (CEF). The regulatory framework for this EU Funding Programme is set out in: − Regulation 2024/2509 (EU Financial Regulation)1 − the basic act (CEF Regulation 2021/11532). The call is launched in accordance with the 2021-2027 Work Programme3 and will be managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA) (‘Agency’). The call covers the following topics: − CEF-T-2026-MILMOB-WORKS: Adaptation of the TEN-T to civilian- defence dual use – studies, works or mixed Each project application under the call must address only one of these topics. Applicants wishing to apply for more than one topic, must submit a separate proposal under each topic. Furthermore, the same activity / proposal can only be submitted to one call and one topic. Background This call resorts under the Connecting Europe Facility 2021-20275 – multiannual work programme for the transport sector6. The programme has the general objective to build, develop, modernise and complete the trans-European networks, taking into account the Union long-term decarbonisation commitments, and thus to contribute to smart, sustainable and inclusive growth and to enhance territorial, social and economic cohesion. It shall contribute to the development of projects of common interest relating to efficient, interconnected, and multimodal networks and infrastructure for sustainable, smart, interoperable, inclusive, accessible, resilient, safe and secure mobility. It shall contribute to more sustainable modal composition of the transport system, in order to meet EU climate neutrality and zero pollution ambitions by 2050. CEF contributes to the EU goal of climate-related spending and decarbonising transport. In accordance with the European Green Deal, CEF 2021-2027 will target a contribution of 60% of its overall financial envelope to co-financing projects supporting climate objectives and moving fast towards zero-emission mobility. It is expected that granting of support on the basis of this multiannual work programme will contribute to the timely and efficient development of the TEN-T Core Network, support the realisation of a robust and resource-efficient European transport system and address climate change in accordance with the European Green Deal. As specified in the revised TEN-T Regulation8, the Trans-European Transport Network should be gradually developed in three steps: completion of a core network by 2030, of an extended core network by 2040 and the comprehensive network by 2050. Projects containing infrastructure components should align with the transport infrastructure requirements specified in the revised TEN-T Regulation. The granted support will directly contribute, inter alia, to the achievement of important transport policy objectives, such as establishing major interoperable transport axes interconnecting national networks and facilitating the functioning of the internal market, the optimal use of existing infrastructure capacities, improving the safety and reliability of the network, fostering cohesion and cross-border mobility, enhancing accessibility of peripheral areas of the Union, enhancing an integrated multimodal approach aiming at shifting a considerable part of transport that currently takes place by road towards more sustainable transport modes, increasing the capacity and performance of rail, inland waterways and short sea shipping infrastructure, contributing to a more balanced modal distribution, and reducing the negative environmental impacts of transport, in particular as regards GHG emissions. In developing a resource-efficient and resilient network, as specified in article 5 (g) of the revised TEN-T Regulation, projects should also take into account the decarbonisation of infrastructure construction9 as part of the exercise for climate proofing of infrastructure. The type of measures (if any) taken to decarbonise the project’s implementation should be described under the award criterion “Impact”. Objectives — Themes and priorities — Activities that can be funded — Expected impact CEF-T-2026-MILMOB-WORKS: Adaptation of the TEN-T to civilian-defence dual use – studies, works or mixed Objective: The objective of this call is to develop dual-use transport infrastructure on the TEN-T and the military mobility networks. Scope: In accordance with Article 9(2), point (c), and Article 12 of the CEF Regulation, support will be provided to dual-use projects, works and/or studies, addressing both civilian and defence needs. As provided in Article 12(1) of the CEF Regulation, dual-use projects must be located on the TEN-T and on the EU military mobility network established by the Council in November 2018, last updated in March 202518. Priority will be given to projects located on the four EU military mobility priority corridors and projects located in two or more Member States19. As provided in Article 12(1), point (c) of the CEF Regulation, such projects are to take into account the infrastructure requirements applicable to certain categories of dual- use infrastructure actions, as set out in Implementing Regulation 2021/132820. In case a proposal combines studies and works components, these must address different sections / activities. Background This call resorts under the Connecting Europe Facility 2021-20275 – multiannual work programme for the transport sector6. The programme has the general objective to build, develop, modernise and complete the trans-European networks, taking into account the Union long-term decarbonisation commitments, and thus to contribute to smart, sustainable and inclusive growth and to enhance territorial, social and economic cohesion. It shall contribute to the development of projects of common interest relating to efficient, interconnected, and multimodal networks and infrastructure for sustainable, smart, interoperable, inclusive, accessible, resilient, safe and secure mobility. It shall contribute to more sustainable modal composition of the transport system, in order to meet EU climate neutrality and zero pollution ambitions by 2050. CEF contributes to the EU goal of climate-related spending and decarbonising transport. In accordance with the European Green Deal, CEF 2021-2027 will target a contribution of 60% of its overall financial envelope to co-financing projects supporting climate objectives and moving fast towards zero-emission mobility. The implementation of the multiannual work programme aims at contributing to the completion of the Trans-European Networks - Transport (TEN-T), thereby further enhancing sustainable and smart mobility. It is expected that granting of support on the basis of this multiannual work programme will contribute to the timely and efficient development of the TEN-T Core Network, support the realisation of a robust and resource-efficient European transport system and address climate change in accordance with the European Green Deal. As specified in the revised TEN-T Regulation8, the Trans-European Transport Network should be gradually developed in three steps: completion of a core network by 2030, of an extended core network by 2040 and the comprehensive network by 2050. Projects containing infrastructure components should align with the transport infrastructure requirements specified in the revised TEN-T Regulation. The granted support will directly contribute, inter alia, to the achievement of important transport policy objectives, such as establishing major interoperable transport axes interconnecting national networks and facilitating the functioning of the internal market, the optimal use of existing infrastructure capacities, improving the safety and reliability of the network, fostering cohesion and cross-border mobility, enhancing accessibility of peripheral areas of the Union, enhancing an integrated multimodal approach aiming at shifting a considerable part of transport that currently takes place by road towards more sustainable transport modes, increasing the capacity and performance of rail, inland waterways and short sea shipping infrastructure, contributing to a more balanced modal distribution, and reducing the negative environmental impacts of transport, in particular as regards GHG emissions. In developing a resource-efficient and resilient network, as specified in article 5 (g) of the revised TEN-T Regulation, projects should also take into account the decarbonisation of infrastructure construction9 as part of the exercise for climate proofing of infrastructure. The type of measures (if any) taken to decarbonise the project’s implementation should be described under the award criterion “Impact”. Objectives — Themes and priorities — Activities that can be funded — Expected impact CEF-T-2026-AFIFGEN-COSTS: Alternative Fuels Infrastructure: Road & Air Transport - works 2.1 Objective The objective of this call is to support the deployment of alternative fuels supply infrastructure for road transport, and airport ground operations, contributing to decarbonising transport along the TEN-T network. 2.2 Scope 2.2.1 General provisions Activities eligible for funding under this call relate to the deployment of alternative fuels supply infrastructure. Objectives — Themes and priorities — Activities that can be funded — Expected impact CEF-T-2026-SUSTMOBGEN-EMS-WORKS — European Maritime Space and Inland ports (AFIF) - works Objective: The objective of this call is to modernise maritime transport infrastructure on the TEN-T network and reducing the environmental impact of transport through efficient short sea shipping links and greening of inland shipping. Scope: Only works projects related to: • Projects supporting the deployment of Onshore-power supply and charging infrastructure in TEN-T maritime and inland ports in accordance with Regulation 2023/180418. • The fitting or retrofitting of the energy systems of inland waterway vessels and short sea shipping vessels (including ferries)19, with electric, hybrid, H2, ammonia, methanol and biomethane technologies, substitute sources of energy20 and the installation of wind assisted propulsion systems (WAPS). For projects supporting the deployment of Onshore-power supply and charging infrastructure in TEN-T maritime and inland ports: - Projects may include Onshore-power supply systems and Shore-side Battery Charging (SBC) systems at port-side. These systems shall be intended for seagoing freight/passenger vessels (including tugboats and cruise vessels) and inland waterway vessels. - Projects may include an upgrade of electrical grid within the maritime and inland ports if it is needed for the Onshore-power supply systems or the SBC systems. - Works projects in TEN-T maritime and inland ports may include on-site renewable energy generation (e.g. photovoltaic power plants, wind turbines, etc.), grid connection from the port to the grid outside of the port, and Shore side Power Banks (SPB) i.e. Energy Storage Systems in the form of batteries. Spoor Voor dit onderwerp is het budget € 350 miljoen voor voorbereiding en uitvoering van projecten op het kernnetwerk. Dit budget wordt gedeeld met het onderwerp vaarwegen. Hierbij gaat het om: hogesnelheidslijnen grensoverschrijdende projecten ontbrekende schakels in het netwerk verbinding van spoor met andere vervoersvormen, vooral kust- en binnenvaart vervanging van vliegverkeer 2. Vaarwegen Voor dit onderwerp is het budget € 350 miljoen voor voorbereiding en uitvoering. Dit budget wordt gedeeld met het onderwerp spoor. Hierbij gaat het om: vaarwegen dammen bruggen en sluizen bevorderen van: weerbaarheid duurzaamheid meer capaciteit bevaarbaarheid 3. Autonoom rijden en voertuigtelematica Voor dit onderwerp is het budget € 20 miljoen voor de uitvoering van autonoom rijden. Hierbij gaat het om: controlecentra voor praktijktesten (waar mogelijk grensoverschrijdend); voertuigtelematica: de integratie van telecommunicatie en informatietechnologie in voertuigen. 4. EU-buitengrenzen Voor dit onderwerp is het budget € 20 miljoen voor de voorbereiding en uitvoering van grensovergangen. Hierbij is er voorrang voor de verbetering van bestaande grensovergangen.
