Horizon Europe is het EU-onderzoeks- en innovatieprogramma met 3 pijlers (Excellent Science, Global Challenges, Innovative Europe) en horizontale acties. Het richt zich op onderzoek, innovatie en technologische doorbraken voor bedrijven, universiteiten en kennisinstellingen.

• Deelname aan multidisciplinaire samenwerkingsverbanden (voor Pijler 2)
• Aansluiting bij thema's van Sustainable Development Goals (SDG's)
• Naleving van EU-regelgeving en rapportagevoorschriften

  Deze wegwijzer leidt u door de calls van Horizon Europe, hét programma van de Europese Commissie om onderzoek en innovatie
  ( inancieel) te ondersteunen. Het gee t een overzicht van de vele mogelijkheden binnen de verschillende Horizon-onderdelen.

  Horizon Europe bouwt voort op het succes van Horizon 2020 voor de periode 2021-2027. Met Horizon Europe wil de Europese
  Commissie (EC) het concurrentievermogen van Europa vergroten door wetenschap en innovatie te stimuleren. Daarnaast wil de EC het
  bedrijfsleven en de academische wereld uitdagen om samen oplossingen te bedenken voor maatschappelijke vraagstukken die in heel
  Europa spelen.

  Projectvormen en TRL
  Projectvormen
  Horizon Europe financiert vooral onderzoeks- en innovatieprojecten, zowel kleinschalige als grootschalige. Soms wordt specifiek gevraagd om deelname van het midden- en kleinbedrijf (MKB). Daarnaast
  is er financiering voor programma ondersteunende projecten zoals het organiseren van een evenement of het schrijven van een onderzoeksagenda. Tenslotte ondersteunt Horizon Europe innovatiegericht
  inkopen en afstemming van nationale onderzoeksprogramma’s. De verschillende projectvormen worden als volgt afgekort:

  Missies
  Missies hebben de ambitie om de samenleving te veranderen en
  vorm te geven. De resultaten van de projecten onder de missies
  moeten tot de verbeelding van de Europese burgers spreken.
  Missies zullen een reeks onderzoeksactiviteiten beslaan, van
  fundamenteel onderzoek tot aan het introduceren van
  innovatieve ideeën op de markt. Afhankelijk van de
  onderzoeksactiviteit zou de financieringsvorm bijvoorbeeld een
  beurs, het kopen van aandelen of een lening kunnen zijn.
  Mission: Adaptation to Climate Change: support at
  least 150 European regions and communities to
  become climate resilient by 2030
  De EU-missie Klimaatadaptatie ondersteunt regio’s bij
  klimaatadaptatie door klimaatrisico’s in beeld te brengen,
  trajecten voor klimaatadaptatie te ontwikkelen en innovatieve
  oplossingen te testen en te implementeren die de regio’s beter
  bestand maken tegen klimaatverandering. De missie geeft
  daarbij mede uitvoering aan de EU Adaptation Strategy en de
  Europese Green Deal. Deelname aan de missie kan door het
  ondertekenen van het Mission Charter (gesloten per 25
  november 2022). 215 regio’s, gemeenschappen en andere
  stakeholders hebben het Charter ondertekend. Zij krijgen
  ondersteuning van een EU Mission Platform. Daarnaast zijn er
  binnen het werkprogramma een aantal topics gelanceerd.
  In Nederland is in opdracht van het Ministerie van Infrastructuur
  en Waterstaat een verkennend onderzoek uitgevoerd om inzicht
  te krijgen in de behoeften van Nederlandse regio’s voor
  ondersteuning bij de implementatie van deze missie. Op dit
  moment wordt gekeken hoe het beste invulling te geven aan de
  resultaten hiervan.

  Mission: Cancer
  Verbetering van het leven van meer dan 3 miljoen mensen
  tegen 2030 door middel van preventie, genezing en voor
  degenen die door kanker zijn getroffen, inclusief hun families,
  om langer en beter te leven.
  Kanker treft iedereen, ongeacht leeftijd, geslacht of sociale
  status, en vormt een enorme last voor patiënten, families en de
  samenleving als geheel. Volgens het Europees Kanker
  Informatie Systeem wordt in Europa elk jaar bij 2,7 miljoen
  mensen de diagnose kanker gesteld en verliezen 1,3 miljoen
  mensen het leven als gevolg van deze ziekte. Als er geen verdere
  actie wordt ondernomen, zal het aantal nieuw gediagnosticeer-
  de mensen in 2040 toenemen tot meer dan 3,24 miljoen. De
  Kanker missie heeft duidelijke en ambitieuze doelstellingen
  gedefinieerd om deze angstaanjagende trends om te buigen.

  Mission: 100 Climate-Neutral and Smart Cities by 2030
  De EU-missie Klimaat-neutrale en slimme steden benadrukt het
  belang van steden in het bereiken van klimaat-neutraliteit in
  2050 (de doelstelling van de Europese Green Deal). De digitale
  en groene transitie van steden staat centraal. Steden worden
  binnen de missie gezien als koplopers: hubs voor innovatie waar
  oplossingen kunnen worden getest en geïmplementeerd.
  Samenwerking tussen steden, burgers, investeerders en andere
  overheden op regionaal en nationaal niveau staat centraal.
  Steden konden zich tussen november 2021 en januari 2022
  inschrijven voor een Expression of Interest. 100 steden zijn
  geselecteerd om deel te nemen aan de missie en worden
  ondersteund door een Mission Platform (het NetZeroCities
  consortium). Daarnaast zijn er binnen het EU Missie
  Werkprogramma een aantal topics gelanceerd.
  In Nederland is in opdracht van het Ministerie van Binnenlandse
  Zaken en Koninkrijksrelaties (BZK) door TNO een onderzoek
  uitgevoerd naar de behoeften van Nederlandse stakeholders
  voor ondersteuning bij implementatie van deze missie. Op dit
  moment wordt door het Ministerie van BZK en RVO gewerkt
  aan het opzetten van een nationale ondersteuningsstructuur.

  Missies
  Mission: Restore our Ocean and Waters
  De Oceans missie heeft als doel de gezondheid van oceanen en
  wateren te beschermen en te herstellen door middel van
  onderzoek en innovatie, betrokkenheid van de burger en
  “blauwe” investeringen. De nieuwe aanpak van de missie zal de
  oceaan en de binnenlandse wateren als één geheel benaderen
  en een sleutelrol spelen bij het bereiken van klimaatneutraliteit
  en het herstel van de natuur.

  Mission: A Soil Deal for Europe
  De Soil missie zal de overgang ondersteunen naar een gezonde
  bodem tegen 2030. Hiervoor wordt een effectief netwerk van
  100 proeftuinen en “lighthouses” opgezet in landelijke en
  stedelijke gebieden. Naast het creëren van kennis en
  oplossingen voor de bodemgezondheid, zal de missie de
  ontwikkeling van een geharmoniseerd kader voor
  bodemmonitoring in Europa bevorderen en de mensen bewust
  maken van het vitale belang van de bodem.

  Trainingen en informatiedagen
  Tijdens onze trainingen en informatiedagen informeren wij u over de verschillende
  onderdelen van Horizon Europe. De voorlichtingsdagen zijn gericht op specifieke calls. Een
  training gaat dieper in op het deelnemen aan een Horizon Europe project of maakt
  deelnemers bekend met de juridische en finaciële aspecten rondom de aanvraag en daarna.
  Een overzicht van alle trainingen en informatiedagen vindt u in de

  Advies
  Hoe past uw onderzoeksproject in Horizon Europe? Is het project haalbaar? Wij adviseren u
  graag over uw deelname aan Horizon Europe. Ook kunt u bij ons terecht voor feedback op
  uw voorstel.
  Missies
  Heeft u internationale ambities op het gebied van innovatie en technologie? Ga dan mee
  met één van onze innovatiemissies.

  Als uw projectvoorstel is goedgekeurd dan krijgt u te maken met de
  contractonderhandelingen en moeten er zaken worden geregeld op juridisch-financieel
  terrein. Ook hierbij kunnen onze adviseurs een nuttige rol spelen.

  Marie Skłodowska-Curie ondersteunt onderzoekers bij het uitbouwen van hun internationale onderzoekscarrière. Zo zijn er bijvoorbeeld mogelijkheden om (met financiële ondersteuning) gedurende een

  This annotated version of the RIA/IA template Part B is intended to support the writing of a project
  proposal in pillar II (Global Challenges) of Horizon Europe. Part B is the narrative part of the proposal.
  This is annotated version 5.0 (04/04/2025). We intend to update this version regularly.
  This version is a product from the National Contact Points (NCPs) for Horizon Europe of the
  Netherlands Enterprise Agency (RVO).
  No rights can be derived from the information put forward in this document. Interim changes to the
  template occur and the templates are not the same for all topics. When submitting your proposal,
  always use the official template and information from the European Commission. You can find the most
  up to date template under the submission button of each topic when logging in into the Funding and
  Tenders Portal.

  Structure of the Proposal
  The proposal contains two parts:
  - 	Part A of the proposal is generated by the IT system. It is based on the information entered by the
  participants through the submission system in the Funding & Tenders Portal. The participants can
  update the information in the submission system at any time before final submission.
  - 	Part B of the proposal is the narrative part that includes three sections that each correspond to an
  evaluation criterion. Part B needs to be uploaded as a PDF document following the templates
  downloaded by the applicants in the submission system for the specific call or topic. The templates for
  a specific call may slightly differ from the example provided in this document.
  The electronic submission system is an online wizard that guides you step-by-step through the preparation of
  your proposal. The submission process consists of 6 steps:
  - 	Step 1: Logging in the Portal
  - 	Step 2: Select the call, topic and type of action in the Portal
  - 	Step 3: Create a draft proposal: Title, acronym, summary, main organisation and contact details
  - 	Step 4: Manage your parties and contact details: add your partner organisations and contact details
  - 	Step 5: Edit and complete web forms for proposal part A and upload proposal part B

  Proposal template Part B: technical description
  (for full proposals: single stage submission procedure and 2nd stage of a two-stage submission procedure)
  This template is to be used in a single-stage submission procedure or at the 2nd stage of a two-stage submission
  procedure.
  The structure of this template must be followed when preparing your proposal. It has been designed to ensure that
  the important aspects of your planned work are presented in a way that will enable the experts to make an effective
  assessment against the evaluation criteria. Sections 1, 2 and 3 each correspond to an evaluation criterion.
  Please be aware that proposals will be evaluated as they were submitted, rather than on their potential if certain
  changes were to be made. This means that only proposals that successfully address all the required aspects will have
  a chance of being funded. There will be no possibility for significant changes to content, budget and consortium
  composition during grant preparation.
  Page limit: The title, list of participants and sections 1, 2 and 3, together, should not be longer than 45 pages. For
  topics using lump sum funding, the limit is 50 pages. All tables, figures, references and any other element pertaining
  to these sections must be included as an integral part of these sections and are thus counted against this page limit.
  The number of pages included in each section of this template is only indicative.
  The page limit will be applied automatically. At the end of this document you can see the structure of the actual
  proposal that you need to submit, please remove all instruction pages that are watermarked.
  If you attempt to upload a proposal longer than the specified limit before the deadline, you will receive an automatic
  warning and will be advised to shorten and re-upload the proposal. After the deadline, excess pages (in over-long
  proposals/applications) will be automatically made invisible, and will not be taken into consideration by the experts.
  The proposal is a self-contained document. Experts will be instructed to ignore hyperlinks to information that is
  specifically designed to expand the proposal, thus circumventing the page limit.
  Please, do not consider the page limit as a target! It is in your interest to keep your text as concise as possible, since
  experts rarely view unnecessarily long proposals in a positive light.
  The following formatting conditions apply.
  The reference font for the body text of proposals is Times New Roman (Windows platforms), Times/Times New
  Roman (Apple platforms) or Nimbus Roman No. 9 L (Linux distributions).
  The use of a different font for the body text is not advised and is subject to the cumulative conditions that the font
  is legible and that its use does not significantly shorten the representation of the proposal in number of pages
  compared to using the reference font (for example with a view to bypass the page limit).
  The minimum font size allowed is 11 points. Standard character spacing and a minimum of single line spacing is to
  be used. This applies to the body text, including text in tables.
  Text elements other than the body text, such as headers, foot/end notes, captions, formula's, may deviate, but must
  be legible.
  The page size is A4, and all margins (top, bottom, left, right) should be at least 15 mm (not including any footers or
  headers).

  Introduction
  Horizon Europe is an impact-driven framework programme. It aims at maximising the effects of Research and
  Innovation investments, ensuring their contribution to the Commission’s policy priorities. Funding
  opportunities in pillar II are based on what Europe needs. A call for proposals usually contains several topics.
  Each topic describes the specific challenge at hand and what outcomes are expected from the project. Your goal
  is to deliver project results that contribute to these expected outcomes and provide solutions that help solving
  the overall challenge (=achieve impacts). The overall challenge for the call is described under the heading
  Destination. All topics under each destination contribute to reaching the expected impacts necessary to address
  the overall challenge.
  For Innovation Actions (IA) and Research and Innovation Actions (RIA) in pillar II of HE you always need a
  consortium to solve such a global challenge. A consortium needs to include at least one independent legal entity
  established in a Member State; and at least two other independent legal entities, each established in different
  Member States or Associated Countries. For more information on eligibility, please see the General Annexes
  part B.
  For more information on terminology, structure etc. of Horizon Europe, please see the Horizon Europe

  Before you start writing:
  - 	Addressing expected outcomes
  Check in the topic text how many of the expected outcomes each individual project is expected to
  deliver. Does your proposal answer to all of the required expected outcomes and does it fit well with
  the scope of the topic? If not, then there is no point in submitting a proposal. Horizon Europe is highly
  competitive.
  - 	Start with Impact
  If you believe that your proposal contributes to the required expected outcomes, the next question is:
  How do you ensure that this is made clear in your proposal? Provide a coherent, logical and catchy story:
  Problem =>Your solution => Project Goals => Ambition => Work Packages => Deliverables => Impact.
  Usually, Impact is the most difficult. So start the writing process from impact.
  • 	How do you ensure that you achieve the expected outcomes of the topic? And how do you
  contribute to the expected impacts (described under the Destination)?
  • 	Which disciplines and which partners are needed for that?
  • 	How will the results of the project be used?
  • 	And by whom?
  • 	How will the stakeholders be involved? If required, how will the project ensure systemic
  change?
  To design a project with more impact, follow the flow chart below. The first crucial step is to base your
  proposal on the expected outcomes which can be found in the topic descriptions.

  - 	Form a suitable consortium that will be able to deliver on the expected outcomes. When forming a
  consortium, look at the composition of the consortium, especially, at gender (of the researchers),
  geographical distribution and SME participation.
  - 	Using a multidisciplinary approach involving many types of stakeholders usually scores well on both
  excellence and impact. We strongly advise to incorporate this thoroughly in the proposal.
  General tips:
  - 	Keep in mind that the evaluators reading your proposal are experts, but may not be knowledgeable in
  your specific (sub)discipline. Make sure your proposal is easy to read and can be appreciated by
  someone who is a little further away from the subject.
  - 	The purpose of a good proposal is to make it as easy as possible for the evaluators to be convinced of
  the project. Do not simply state something is excellent or complex; convince evaluators of the
  excellence and complexity through examples, issues and barriers.
  - 	Provide a proposal that is inviting to read:
  - 	At the start, clarify (without going into too much detail) what the problem is, why it has not been
  solved yet, what your solution is to the problem, how are you going to make sure that the proposed
  solution will solve the problem and that the consortium is extremely/uniquely well fitted to tackling
  this problem.
  - 	Make use of figures, images, tables, lists and (sub-) paragraphs to make the story visually attractive.
  Evaluators appreciate when information is presented in a clear manner. Let figures and tables speak
  for themselves. Also make sure that everything is readable in greyscale-print.
  - 	Avoid excessive use of abbreviations. If you do use abbreviations: explain them.
  - 	A cohesive proposal requires consistency in terminology, numbering and titles. Make sure these are
  the same throughout the proposal. If they are not, evaluators will have to make an extra effort to
  understand the proposal properly. Pay attention to the font size (see black box on page 3).

  - 	Your proposal is a convincing exercise, not a scientific paper! Only cite crucial references, e.g. to
  substantiate important data. Literature references are part of the page limit. Focus on ‘need-to-know’
  information.
  - 	Sometimes the template asks for a ‘narrative’ (e.g. in section 1.2 and 2.1). Here you should take the
  evaluator along in a logical storyline. You may use additional infographics and tables if this helps.
  - 	The most common criticisms from evaluators from Horizon Europe:
  - the proposal provides too little specific information;
  - contains too much repetition and;
  - is vague (e.g. lack of appropriate measurements/parameters).
  - 	In addition, evaluators surprisingly often get irritated by numerous ‘sloppy mistakes’ that are probably
  the result of rushed last-minute changes.
  - 	Be ambitious, but also realistic. Promises that cannot be delivered within the chosen timeframe, budget
  or approach erode credibility.
  - 	Describing aspects as novel does not demonstrate novelty. Prove why your approach is novel/unique.
  - 	For more tips and tricks on how to write your proposal, get in touch with RVO (teamiris@rvo.nl). RVO
  also offers trainings that can help you write proposals with more impact.
  Practical tips:
  - 	Do not use (too) long sentences. For good readability, 25-30 words in a sentence is the maximum. It is
  better to have two short sentences than one long one.
  - 	Avoid language and grammar errors.
  - 	DO NOT EXCEED the page limit of 45 (unless stated otherwise in the topic text); Excess pages will be
  automatically made invisible, and will not be taken into consideration by the evaluators. The page limit
  is a limit, not a goal.
  - 	Do not change the structure or order of the template proposal.
  - 	Answer to all the points that are requested in the template proposal.
  - 	Make sure to align the proposal with the actual topic/call text to ensure relevance.
  - 	It is possible to emphasize important messages in bold, but don’t overdo it.
  - 	Do not wait until the final moment to submit. It is highly recommended to submit your proposals as
  early as possible and at least 48 hours before the deadline. This will avoid technical problems (system
  requirements, local configuration settings, system congestion, etc.). Note that you can submit the
  proposal as many times as you want. Every submitted version will replace the previous one.
  - 	The European Commission discourages applicants to include Letters of Support.

  Evaluation criteria
  - 	There are three assessment criteria: I) Excellence, II) Impact and III) Quality & Efficiency of the
  Implementation. A link to the evaluation form that will be used by evaluators can be found here. The
  scoring threshold for the three assessment criteria is as follows (unless indicated otherwise):

  For a Research and Innovation Action, all criteria are weighted equally. Note that for Innovation Actions,
  the impact section is weighted 1.5 in the evaluation. Proposals that pass the individual threshold and
  the overall threshold will be considered for funding, within the limits of the available topic budget. Other
  proposals will be rejected.
  - 	If project proposals are evaluated with identical total scores, the evaluators will then order them
  according to the so called priority order. For more information on the criteria used in the priority order,
  please see Annex F of the General Annexes.

  DEFINITIONS
  Critical risk 	A critical risk is a plausible event or issue that could have a high adverse impact on the ability of
  the project to achieve its objectives.
  Level of likelihood to occur (Low/medium/high): The likelihood is the estimated probability that
  the risk will materialise even after taking account of the mitigating measures put in place.
  Level of severity (Low/medium/high): The relative seriousness of the risk and the significance of its
  effect.
  Deliverable 	A report that is sent to the Commission or Agency providing information to ensure effective
  monitoring of the project. There are different types of deliverables (e.g. a report on specific activities
  or results, data management plans, ethics or security requirements).
  Impacts 	Wider long term effects on society (including the environment), the economy and science, enabled
  by the outcomes of R&I investments (long term). It refers to the specific contribution of the project
  to the work programme expected impacts described in the destination. Impacts generally occur
  sometime after the end of the project.
  Example: The deployment of the advanced forecasting system enables each airport to increase
  maximum passenger capacity by 15% and passenger average throughput by 10%, leading to a 28%
  reduction in infrastructure expansion costs.
  Milestone 	Control points in the project that help to chart progress. Milestones may correspond to the
  achievement of a key result, allowing the next phase of the work to begin. They may also be needed
  at intermediary points so that, if problems have arisen, corrective measures can be taken. A
  milestone may be a critical decision point in the project where, for example, the consortium must
  decide which of several technologies to adopt for further development. The achievement of a
  milestone should be verifiable.
  Objectives 	The goals of the work performed within the project, in terms of its research and innovation content.
  This will be translated into the project’s results. These may range from tackling specific research
  questions, demonstrating the feasibility of an innovation, sharing knowledge amongstakeholders on
  specific issues. The nature of the objectives will depend on the type of action, and the scope of the
  topic.
  Outcomes 	The expected effects, over the medium term, of projects supported under a given topic. The results
  of a project should contribute to these outcomes, fostered in particular by the dissemination and
  exploitation measures. This may include the uptake, diffusion, deployment, and/or use of the
  project’s results by direct target groups. Outcomes generally occur during or shortly after the end of
  the project.
  Example: 9 European airports adopt the advanced forecasting system demonstrated during the
  project.
  Pathway to
  impact
  Logical steps towards the achievement of the expected impacts of the project over time, in particular
  beyond the duration of a project. A pathway begins with the projects’ results, to their dissemination,
  exploitation and communication, contributing to the expected outcomes in the work programme
  topic, and ultimately to the wider scientific, economic and societal impacts of the work programme
  destination.
  Research
  output
  Results generated by the action to which access can be given in the form of scientific publications,
  data or other engineered outcomes and processes such as software, algorithms, protocols and
  electronic notebooks.

  Results 	What is generated during the project implementation. This may include, for example, know-how,
  innovative solutions, algorithms, proof of feasibility, new business models, policy recommendations,
  guidelines, 	prototypes, 	demonstrators, 	databases 	and 	datasets, 	trained 	researchers, 	new
  infrastructures, networks, etc. Most project results (inventions, scientific works, etc.) are
  ‘Intellectual Property’, which may, if appropriate, be protected by formal ‘Intellectual Property
  Rights’.
  Example: Successful large-scale demonstrator: trial with 3 airports of an advanced forecasting
  system for proactive airport passenger flow management.

  Guidance on the use of generative AI tools for the preparation of the proposal
  When considering the use of generative artificial intelligence (AI) tools for the preparation of the proposal, it is
  imperative to exercise caution and careful consideration. The AI-generated content should be thoroughly reviewed
  and validated by the applicants to ensure its appropriateness and accuracy, as well as its compliance with
  intellectual property regulations. Applicants are fully responsible for the content of the proposal (even those parts
  produced by the AI tool) and must be transparent in disclosing which AI tools were used and how they were
  utilized.
  Specifically, applicants are required to:
  - 	Verify the accuracy, validity and appropriateness of the content and any citations generated by the AI tool
  and correct any errors or inconsistencies.
  - 	Provide a list of sources used to generate content and citations, including those generated by the AI tool.
  Double-check citations to ensure they are accurate and properly referenced.
  - 	Be conscious of the potential for plagiarism where the AI tool may have reproduced substantial text from

Daarnaast hebben de deelprogramma's uit deze pijler als doel om van Europa een aantrekkelijke locatie te maken voor de beste onderzoekers wereldwijd. Europa wil onderzoekstalent aantrekken, ontwikkelen en toegang bieden tot de beste onderzoeksinfrastructuren. Deze pijler bestaat uit: European Research Council (ERC) Voor excellent baanbrekend onderzoek. Lees meer over de RIs Pijler 2: Global Challenges and European Industrial Competitiveness Pijler 2 richt zich op de grote uitdagingen waar de EU en de wereld mee worstelen. Die zijn onder andere benoemd in de Sustainable Development Goals (SDG's). Brede samenwerking tussen partijen (onderzoeks- en onderwijsinstellingen, industrie, maatschappelijke organisaties, en meer) uit verschillende sectoren is nodig om de omvang en complexiteit van deze problemen aan te pakken. Denk daarbij aan SDG's als gezondheid en welzijn voor iedereen, een digitale economie, oplossingen voor klimaatveranderingen, transitie naar een circulaire economie en het voedselprobleem. Een tweede doel is het creëren van een sterke industriesector en meer werkgelegenheid binnen Europa. Activiteiten binnen pijler 2 zijn gericht op excellentie en maatschappelijke impact. U draagt bij aan het 'van het lab naar de markt brengen' van innovatieve technologieën en het ontwikkelen van nieuwe toepassingen. Aanvragers binnen deze pijler zijn vaak samenwerkingsverbanden van meerdere publieke en private partijen (onderzoekers van universiteiten en bedrijven, fabrikanten, eindgebruikers, etc.). Alle betrokken partijen brengen via multidisciplinaire samenwerking zowel inhoudelijke als technologische kennis bij elkaar. Clusters Pijler 2 is opgedeeld in 6 clusters. Het JRC is de interne wetenschappelijke dienst van de Europese Commissie (EC), die de beleidsvorming van de EU ondersteunt met onafhankelijk, goed onderbouwd wetenschappelijk advies. Pijler 3: Innovative Europe De 3e pijler van Horizon Europe richt zich op innovaties die de economische positie van de EU versterken. Pijler 3 bestaat uit: European Innovation Council (EIC) De EIC richt zich voornamelijk op individuele innovatieve bedrijven en bestaat uit 3 onderdelen: Pathfinder: voor innovaties met een laag technology readiness level (TRL); Transition: voor innovaties met een gemiddelde TRL; Accelerator: voor innovaties met een hoog TRL. Ook biedt de EIC mogelijkheden om verschillende financieringsvormen te combineren, waaronder kapitaalinvesteringen. Deze instrumenten zijn gericht op de verbreding van excellentie in Europa, en daarnaast de hervormingen van nationale onderzoeks- en innovatiesystemen. Voorbeelden van deze instrumenten zijn: European Cooperation in Science and Technology (COST) COST biedt u de kans om op internationaal niveau vraagstukken te onderzoeken en oplossen, waarbij wetenschappers elkaar kunnen ontmoeten en zo nieuwe ideeën kunnen ontwikkelen. Zowel gericht op fundamenteel onderzoek als marktgerichte ontwikkeling. Het programma biedt kansen voor mkb'ers en grote bedrijven, maar ook voor universiteiten en kennisinstellingen, (regionale) overheden en maatschappelijke organisaties. Er zijn mogelijkheden voor zowel individuele onderzoekers en mkb'ers als samenwerkingsverbanden. Blijf op de hoogte via e-mail Met Horizon Europe stimuleert de Europese Commissie (EC) wetenschap en innovatie in Europa. Daarnaast wil de EC het bedrijfsleven en de academische wereld uitdagen om samen oplossingen te bedenken voor maatschappelijke vraagstukken die in heel Europa spelen. Voor wie? Horizon Europe is een Europees subsidieprogramma voor onderzoek en innovatie voor de periode 2021-2027. Het biedt kansen en financiering voor: bedrijven, mkb'ers, universiteiten en kennisinstellingen, maatschappelijke organisaties en (lokale) overheden die actief zijn in onderzoek, technologische ontwikkeling en/of innovatie in internationaal verband; individuele wetenschappers met baanbrekende onderzoeksideeën. Stappenplan Horizon Europe Bekijk in onderstaand stappenplan welke fases u doorloopt voor en na het indienen van een Horizon Europe-aanvraag en lees wat u moet en/of kunt doen tijdens elke fase. Orïentatiefase Binnen welk onderdeel van Horizon Europe past uw idee? Bekijk de structuur van Horizon Europe. Welk onderwerp (call) en deelonderwerp (topic) sluiten het beste aan bij uw idee? Bekijk de wegwijzer voor meer informatie. Welk technology readiness level wordt gevraagd bij het topic en past dit bij uw project? Ontwikkelfase Ontwikkel uw project idee en bouw uw consortium indien gevraagd. Enterprise Europe Network en Team IRIS kunnen u helpen met het zoeken van partners. Bespreek uw projectidee met een RVO-adviseur van Team IRIS. Schrijffase Gebruik het juiste template van de Europese Commissie en gebruik ons geannoteerd sjabloon voor duiding. Check in het portaal van de Europese Commissie of er speciale documenten nodig zijn (bijvoorbeeld clinical trial template, lump sum budget, ethics annex). Bekijk de Engelstalige uitleg over mogelijke consequenties als u, uw consultant of uw consortiumpartners gebruik maken van AI bij het schrijven van uw voorstel. Laat een RVO-adviseur van Team IRIS meelezen bij uw voorstel. Win bij Team IRIS financieel/juridisch advies in. Indiening Dien uw voorstel in via het Funding & Tender portaal van de Europese Commissie. Beslissing Europese Commissie Wordt gecommuniceerd uiterlijk 5 maanden na de deadline. Contractfase Opstellen en afsluiten contract tussen consortium en Europese Commissie (uiterlijk 3 maanden). Win bij Team IRIS financieel of juridisch advies in. Projectuitvoering Tijdsbestek: 2 tot 5 jaar. Win bij Team IRIS financieel/juridisch advies in. RVO ondersteunt met advies en informatie U dient uw projectvoorstel in bij de EC. Team IRIS van de Rijksdienst voor Ondernemend Nederland (RVO) is het Nationaal Contactpunt (NCP) voor het Horizon Europe-programma en adviseert u graag. Het is verstandig een adviseur van Team IRIS in een vroeg stadium te betrekken als u overweegt een projectvoorstel in te dienen bij de EC. Zo verhoogt u de kans op een succesvolle deelname aan Horizon Europe. De adviseurs kunnen bijvoorbeeld: met u meedenken of Horizon Europe een geschikt programma is voor u; u helpen met het vinden van projectpartners; u adviseren bij het opzetten van een project; meelezen met uw projectvoorstel; u adviseren in de financiële en juridische spelregels. Een andere grote verandering binnen Horizon Europe is de versimpeling van het ‘landschap van partnerschappen’. Lees meer over de missies en partnerschappen Trainingen en workshops Team IRIS geeft verschillende online workshops en trainingen op locatie, waarbij u leert welke kansen er zijn binnen het Horizon Europe-programma en hoe u veelbelovende projectvoorstellen kunt ontwikkelen en indienen. De online workshops zijn gratis, voor trainingen op locatie worden kosten berekend voor de locatie en catering. De voertaal van de trainingen en workshops is meestal Engels. Uw ervaringsniveau en in welke fase uw project(idee) zich bevindt, bepaalt welke workshop of training voor u het meest interessant is. Horizon Europe workshop: basics Deze online workshop (halve dag) is voornamelijk geschikt voor u als u een introductie wilt krijgen in het Horizon Europe-programma en diens mogelijkheden. De workshop is bedoeld voor mensen die werken bij universiteiten, kennisinstellingen, innovatieve bedrijven, of andere organisaties zoals (lokale) overheid of maatschappelijke organisaties. Na het volgen van de workshop weet u: het belang van de beleidsachtergrond van het programma; welk onderdeel van Horizon Europa voor u het meest relevant is; wanneer u moet overwegen om een Horizon-subsidie aan te vragen (of niet); waar u informatie kunt vinden over calls/onderwerpen. Horizon Europe workshop: how to prepare? Deze online workshop (halve dag) is voornamelijk geschikt voor u als u weinig ervaring heeft met Horizon Europe (of diens voorgangers). De workshop is bedoeld voor mensen die: werken bij een universiteit, kennisinstelling, innovatief bedrijf of andere organisatie, zoals (lokale) overheid of een maatschappelijke organisatie; en geïnteresseerd zijn in deelname aan een samenwerkingsverband dat financiering wil aanvragen onder pijler 2 van Horizon Europe. Na het volgen van de workshop weet u: het belang van de beleidsachtergrond van het programma; waar u relevante informatie over het programma kunt vinden; het belang van stakeholders; hoe u een samenwerkingsverband (consortium) opbouwt. Horizon Europe training: impact Deze training (1 dag) is geschikt voor u als u projectcoördinator of partner bent bij het ontwerpen van een projectvoorstel en financiering wilt aanvragen onder pijler 2 van Horizon Europe. U werkt bij een universiteit, kennisinstelling, innovatief bedrijf of andere organisatie, zoals lokale overheid of een maatschappelijke organisatie. Na het volgen van deze training bent u in staat om: de term impact te definiëren en ziet u het belang ervan; een project te ontwerpen met impact als uitganspunt; de essentiële rol van belanghebbenden toe te passen; de relatie te leggen tussen impact, uitkomsten en resultaten; de impact van een project te kwantificeren. Horizon Europe juridisch financiële basiscursus In deze basiscursus (2 afzonderlijke halve dagen) leert u met welke Brusselse regels en procedures u bij de uitvoering van een Horizon Europe project te maken krijgt. De cursus richt zich op controllers, boekhouders, administratief medewerkers, projectmanagers, liaisons/grant-officers of zzp'ers. Het eerste deel (lump sum grants) gaat over de uitvoering van een lump sum-gefinancierd Horizon Europe-project, waarin op basis van afgeronde werkpaketten wordt uitbetaald. In het tweede deel (actual cost grants) leert u hoe u de administratie moet voeren van een Horizon Europe project waarin u op basis van daadwerkelijk gemaakte kosten moet declareren. Na het volgen van deze training heeft u: inzicht in de rechten en plichten van uw organisatie bij deelname aan een Horizon Europe project; kennis over welke kosten u kunt declareren in een project, en hoe u deze correct moet berekenen; kennis over waar u informatie kunt vinden in het 'Funding & tender opportunities portal' van de Europese Commissie; kennis van de procedures die de Europese Commissie hanteert. Dit komt met name van pas als u de uitgevoerde werkzaamheden moet aantonen, bij het indienen van kostendeclaraties, bij het maken van wijzigingen in uw project of wanneer er in uw organisatie een audit wordt uitgevoerd. ERC Starting of Consolidator grant training Deze training (1 dag) is bedoeld voor onderzoekers die: tussen de 2 en 12 jaar geleden zijn gepromoveerd; en van plan zijn om een ERC Starting of Consolidator Grant aanvraag te schrijven om hun (eerste) onafhankelijke onderzoeksteam op te zetten of voort te zetten. Na het volgen van de training: kent u de ERC-regels en -procedures; weet u de sterkte van uw trackrecord te evalueren; heeft u inzicht in het begrip 'frontier science' en kunt u beoordelen of uw eigen onderzoeksidee hierbij past; weet u hoe u uw onderzoeksidee vertaalt naar een ERC-voorstel. Deze training heeft een zeer interactief karakter. Naast dat u profiteert van de ervaring en inzichten van de groep en de trainers, krijgt u ook de gelegenheid om een succesvolle ERC-aanvrager te ontmoeten en te bespreken. Deze training is uitdrukkelijk niet bedoeld voor subsidieadviseurs of ondersteunend personeel. Aanmelden Naast bovenstaande evenementen organiseert Team IRIS geregeld een workshop of training gericht op een (ander) specifiek cluster of deelprogramma van Horizon Europe.
